A Letter from the Association
Welcome to a place called home.
Dear Neighbor,
On behalf of the Forest Creek Homeowners Association Board and your fellow homeowners, congratulations on your new home. We are delighted that you have chosen Forest Creek, and we extend our warmest welcome as you become part of this neighborhood.
We believe that exceptional communities are shaped not only by beautiful homes, but by the care, consideration, and connection of the people who live within them. We hope to meet you on a neighborhood stroll, during a community gathering, or through the everyday moments that help a new address truly feel like home.
Life in a homeowners association comes with shared privileges and responsibilities. We have prepared this guide to introduce you to our community, explain key Association practices, and provide a helpful point of reference as you settle in.
This packet is an introduction, not a substitute for the Association's governing documents. Every homeowner is responsible for reviewing and following the Declaration of Covenants, Conditions and Restrictions and the Association By-Laws.
We are pleased to welcome you to the Forest Creek family and look forward to getting to know you.
The Forest Creek Homeowners Association Board

North CarolinaHow the Association Serves Residents
Forest Creek is guided by an elected, volunteer Board of homeowners. The Association was established to steward common areas and help maintain the standards that protect neighborhood appearance, quality, and property values.
- Stewardship & planning: Provide financial management and support future neighborhood planning.
- Common-area care: Oversee upkeep, repairs, and maintenance of shared property.
- Architectural guidance: Review proposed exterior improvements and changes.
- Community standards: Oversee compliance with the Covenants, Conditions and Restrictions and Association By-Laws.
Your First Steps as a Homeowner
Review the governing documents.
Keep a copy of the Declaration and By-Laws with your home records.
Introduce yourself to the Board.
Ask how to receive notices and participate in the homeowner directory.
Arrange neighborhood entry.
Confirm the gate directory, access code, and any devices you may need.
Plan exterior work thoughtfully.
Obtain Architectural Review Committee approval before beginning changes.
02 / Community Standards
A shared commitment to excellence.
Forest Creek is a covenant-guided community. The same standards that help maintain its distinctive character also give homeowners a clear framework for making improvements and living considerately alongside neighbors.
Your Governing Documents
The Declaration of Covenants, Conditions and Restrictions of Forest Creek Subdivision and the Forest Creek Homeowners Association By-Laws establish the Association's rules and responsibilities. By accepting title to a property in Forest Creek, homeowners agree to comply with the applicable covenants.
These documents may be found in closing materials or in the Cumberland County Register of Deeds records. You may also request copies from the HOA Board. Association rules and policies also address matters such as pets, noise, parking, payments, and property upkeep.
All proposed exterior modifications—including paint colors, fencing, and landscaping changes—must be submitted to and approved by the Architectural Review Committee (ARC) before the project begins.
When a Concern Arises
Homeowners may report suspected covenant or deed-restriction violations to a Board member. Reports are reviewed by the Board at its next meeting, or sooner when needed, and the Association's source materials state that reports are treated confidentially.
If a violation is identified, the homeowner may receive written notice describing the concern and the timeframe for correction. An unresolved violation may result in a fine. The aim of enforcement is to promote timely resolution, safeguard community appearance and safety, and support consistent standards—not to punish neighbors.
Association legal matters should be directed through the Board. The prior welcome materials identify Thorp and Clarke Law Firm as Association counsel; confirm current representation with the Board.
03 / Financial Stewardship
Caring for our shared investment.
Annual assessments help fund the maintenance and operation of the spaces and infrastructure shared by the Forest Creek community. Responsibility for timely payment rests with each homeowner—not the lender or mortgage company.

Forest Creek became a gated community in 2008. Familiarizing yourself with the entry system and shared-property responsibilities will help make your arrival—and your guests' arrival—more convenient.
Entry & Access
- Directory entry: The gate box lists homeowner names and can call the designated resident telephone number.
- Resident credentials: Individual gate codes are assigned by home. Access fobs, sticker readers, and mobile myQ access are available via the HOA Store.
- Service providers: Designated codes for landscapers, cleaners, painters, and similar service providers operate from 6:00 a.m. to 6:00 p.m.
- Emergency access: Association materials indicate that emergency responders have key/Knox box access to operate the gate.
Common Areas & Infrastructure
The Association maintains neighborhood private roads, common-area lawns and plantings, trees and shrubs, entrance facilities, gate equipment, entry/exit cameras, and street signs.
Streetlight Maintenance
Neighborhood lamppost streetlights are maintained by Fayetteville Public Works Commission (PWC). To report an outage, contact a Board member or PWC Customer Service at (910) 483-1382.
A note on cameras: Entrance and exit cameras support gate maintenance and security; they should not be treated as a substitute for personal security measures or emergency services.
05 / Everyday Living
The small courtesies that matter.
Life in Forest Creek is enriched by the thoughtful choices we make every day. A few shared expectations help ensure that streets, common areas, and neighboring homes remain welcoming and enjoyable for everyone.
Parking with Consideration
- Recreational vehicles & boats: RVs and boats may not be parked in driveways or on neighborhood streets except momentarily while in use.
- Visitor parking: Temporary guest street parking is permitted when it does not obstruct street access, traffic flow, or sidewalks.
Pets Are Part of the Community, Too
- Registration & health: Keep pets registered and vaccinated as required by law.
- Leashes: Pets must remain on a leash whenever they are outside the home.
- Respect for shared spaces: Promptly pick up and properly dispose of pet waste; keep neighboring properties clean.
Safety on Our Streets
Make 15 your everyday routine. Please remind household members, guests, and service providers to drive slowly and remain alert for pedestrians and children.
Neighborhood Awareness
The Association shares relevant local security alerts as appropriate. When an incident occurs, contact law enforcement first, then inform a Board member so neighbors can be made aware if needed.
06 / Belonging & Participation
An invitation to connect.
An engaged community begins with informed neighbors. From Association meetings to neighborhood gatherings, Forest Creek offers opportunities to stay connected and help shape the experience of living here.
